The reason for the service not to start can be normally found in the Windows Event Log.

However, I suppose the reason for your issue is that both services share the same port number.

So stop the NAV 2013 service, change the port numbers (e.g. using the NAV Administration Tool or directly modifying the service config file) and restart it again.
