If you are trying to do it in NAV 2013 then,
Read the step by step guide to install web client - saurav-nav.blogspot.com/.../microsoft-dynamics-nav-7-2013-web-client.html after STEP 3.
Steps 1 & 2 were for NAV 2013 Beta Version.
