'Whse. Reclassification Journal' is using only for changing warehouse parameters within one location and for changing bin placement without creating a warehouse instruction. Considering that, there are no Itrem Ledger Entries, but only Warehouse Entry.
If you want Item Ledger Entry, you have to use 'Item Reclass. Journals' rather than 'Whse. Reclassification Journal'. When you use this journal, you will get Item Ledger Entry entries for lot no. changing.
Each journal has own unique purpose.
