I take it you followed the Guide but it´s not working.
It can be many reasons causing the ADCS not to connect/ to work. Please check the Windows Event Logs (Application) for any Errors/ or Warnings. Those will tell us definitely more.
A common Problem is the VT100 Service needs appropriate Credentials, credential they are allowed to access the DB. Local account may not work. Please verify.
